Context
The 2026-2027 budget (401.2 billion gourdes, adopted 30 September) puts 121.6 billion into salaries; the new Tax Code (1 October) takes 15 gourdes of every 100 gourdes of bonuses, overtime and allowances instead of 10, but widens the income-tax brackets, and the Finance Ministry says a police officer ends up 2,168 to 3,076 gourdes a month better off. Nine unions (police, education, commerce, transport, court clerks…) struck from 19 to 21 October and demand the 14th month for all state employees in the ten departments, withdrawal of the withholding and payment of OFATMA's debts to hospitals, with mobilisation days on 30 October and 1–2 December; the government says the 14th month will be paid as usual and there is no 15% on base salary.
