Context
The foreign ministry summoned the Dominican ambassador for 29 October over reported incursions by the Dominican army, after the Dominican president said on 26 October he would not tolerate any gang within 20 km of the border; Santo Domingo denies any incursion and asks for evidence. According to the Dominican migration directorate, 196,321 Haitians were deported in the first half of 2026 (34,226 in June alone); flights between Port-au-Prince and Santo Domingo have been suspended since March 2024, only Cap-Haïtien reopened on 30 May 2026, on condition of a US, Canadian or European visa.
