Context
The CEP's 28 October calendar sets the first round for 18 July 2027, after the 30 August and 13 December 2026 dates slipped; 878,217 voters were registered as of 23 October out of about 6.5 million ID-card holders, and the 2026-2027 budget sets aside 8.6 billion gourdes for the elections. According to AP, gangs control about seven-tenths of Port-au-Prince; the GSF mandate expires on 31 March 2027, and the Prime Minister said on 3 November that security and elections are the government's two priorities.
