Context
On 1 November 2026 the leader of one of the capital's main gangs — under UN sanctions since December 2023 — wrote to the UN Secretary-General asking for a delegation to mediate between the gangs and the security forces, saying he had "raised the white flag" since 20 August; the UN confirmed on 2 November that it received the letter, without recognising its author. On 3 November the government replied that "the State will give up no territory" and that the Kenscoff and Gressier operations continue; according to the UN, more than 5,700 people were killed or injured between January and mid-September 2026.
